THE FOLLOWING ARE MOTIONS MADE DURING THE REGULAR MEETING OF THE INLAND WETLANDS AGENCY/ CONSERVATION COMMISSION – MADDEN ROOM

Vice Chairperson Kelly called the meeting to order at 7:00 pm

ITEM:  CORRESPONDENCE AND REPORTS

Commissioners had each received a copy of the Habitat in the meeting packets.

ITEM:  MINUTES: 3/17/2010

Motion to: approve the minutes from 3/17/2010

ITEM:  WETLAND OFFICER’S REPORT

ITEM:  NEW BUSINESS:

Appl #10-27P – Guarino Subdivision. – Abbe Road – Conservation Commission application to approve a four lot residential subdivision., and associated improvements on property located westerly of Abbe Road, and southerly of Griffin Road.  A-20 Residential  Zone

Motion to: approve Appl #10-27P – Guarino Subdivision. – Abbe Road – Conservation Commission application to approve a four lot residential subdivision., and associated improvements on property located westerly of Abbe Road, and southerly of Griffin Road.  A-20 Residential  Zone, with following conditions:

1.      The final approved copy of the entire set of plans and this letter reproduced thereon must be submitted to the Planning Department.  This must be completed within 65 days of approval prior to any construction activity on the site.  Plans submitted to Planning & Zoning Commission shall be considered having met this requirement.
2.      The application shall indemnify and hold harmless the Town of South Windsor against any liability, which might result from the proposed operation or use.
3.      The permit is valid for five years and shall expire on June 2, 2015. It is the landowner(s)
/applicant(s) responsibility to track expiration dates and notify the Commission of a renewal request at least 65 days prior to expiration.
4.      All approvals required must be obtained and submitted prior to any activity on the site.
5.      A contact person shall be identified on the plans.

Appl. #10-28P – Town of South Windsor – Nevers Road – Conservation Commission application to construct an addition to the Senior Center and Associated improvements on property located easterly of Nevers Road.  RR, Rural Residential Zone - Postponed  to 6/16/2010 – signs not posted on site as required.

Appl. #10-29P – McDonalds Restaurant – 1049 John Fitch Blvd. – Inland Wetlands/Conservation Commission application to construct McDonalds restaurant and associated improvements on property located westerly of John Fitch Blvd and northerly of Governors Highway.  RC, Restricted Commercial Zone.

Motion to: approve Appl. #10-29P – McDonalds Restaurant – 1049 John Fitch Blvd. – Inland Wetlands/Conservation Commission application to construct McDonalds restaurant and associated improvements on property located westerly of John Fitch Blvd and northerly of Governors Highway.  RC, Restricted Commercial Zone, with the following conditions:

Appl. #10-30WTown of South Windsor – Main Street Bridge Reconstruction Project – IWA/Conservation Commission application for the reconstruction of the bridge at Main Street including associated improvements to the drainage and stormwater structures.  The site is located southerly of Strong Road and northerly of Governor’s Highway - Determination of Public Hearing

Motion to:  hold a public hearing on Appl #10-30W on June 16, 2010.  The reason being the potential impact on wetlands and watercourses and public interest due to tax payer funding of project.

ITEM:  APPLICATIONS RECEIVED

Appl. #10-30W – Town of South Windsor – Main Street Bridge Reconstruction Project – IWA/Conservation Commission application for the reconstruction of the bridge at Main Street including associated improvements to the drainage and stormwater structures.  The site is located southerly of Strong Road and northerly of Governor’s Highway.
